Onedrive Process locking

We have an RDS environment running server 2019 hosting multiple users. We have an issue where a user will logoff a server without issue. We are then left with a Onedrive.exe process locking the CPU at 25% and users unable to launch Outlook on the server. We cannot kill the process because it shows access denied. I can also see the csrss.exe process locked for the user. Has anyone else seen this issue or resolved the problem. We have updated Onedrive on many occasions but this has not resolved the issue.
