Intermittent connection failures with login.microsoftonline.com since Jan

we are getting intermittent connection failures (handshake error http -1) while connecting to token URL -

"login.microsoftonline.com" since last one month. Anything changed as far as accessing this graph API access token URL? tried grabbing certificate from this URL but still the issue persists. which certificate should we be using?

anybody has any insights on this issue?
