Get an error from time to time when creating a SharePoint Online modern team site using Runbooks

Hi,

I use Azure runbooks to create a Modern team site using the graph and pnp. From time to time I get an error as below:

New-PnPSite : Could not create an instance of type Microsoft.Graph.IGraphServiceUsersCollectionPage. Type is an interface or abstract class and cannot be instantiated.

I tried to find a solution on the web without any success. Will appriciate som help.
