What is the relationship with the updated SDK announced here: https://blogs.windows.com/buildingapps/2018/09/18/windows-10-sdk-preview-build-17758-available-now/?WT.mc_id=DX_MVP4025064#886ABiSGimkWboGQ.97 Can we use it with 831? Should we use it with 831? Do we actually still have to install the SDK at all to use the Packaging Tool, or has that changed over time?
