This is expected behavior, it does not indicate an error and your package is expected to be OK if you finish the process.
The PsfLauncher (and other PSF components) may only be executed inside a container, and while you are in the installation/monitoring phase there is not yet a container.
The workflow within the install/monitoring phase should be to install the app, perform any customization of the application (including launching it), and then use PsfTooling.

Hi Tim,
Thanks for the feedback . I agree PSF Launcher is not in container and will save the package after making changes including PSF tool injection and then install/launch .
I will feedback on how it went .
