Yes, it is for apps distributed outside the Microsoft Store/hosted in your own locations. The functionality builds upon the existing App Installer functionality.

Do you have some docs available about how this updates service works?

I don't understand what brings new on top of the current support the AppInstaller had, as detailed here:

Bogdan Mitrache The feature is in development and no docs are available at this time. As it nears availability in an insider build we will have some public docs.
