I can't public perview to work in teams

I created a custom policy with option in picture below but i still can't see the option of public perview in settings -> about teams

I had to change the Option "Show Teams preview features" to "Opt in" in order for the Teams client to have the preview option checkbox.
Sometimes it can take up to 24 hours before everything is visible.
