Those would be SharePoint Admin Center functions now.
Teams Meeting Recordings are now saved into the OneDrive of the person who scheduled the meeting (regardless of who clicked the record button).
SharePoint admins can give themselves permissions to any SharePoint site or to any user's OneDrive.
