Automatically being downloadable and automatically emailing everyone are not part of the default product set for Teams Meeting Recordings. The video owner needs to share (with block download off) to those attendees.
At least with Stream (on SharePoint) you can share the video with external accounts. That was never possible in Stream (Classic).
