Admin controls for recording button in Stream on SharePoint

Will there be more admin controls around who can record in Stream on Sharepoint as there are today in Stream Classic?

We would like the ability to restrict who can use the record button or at least send them to a disclaimer page/popup like the company policy acknowledgement available today in Stream Classic.
