Not to be confused with the 2 different versions of project, the installable version or the online version and both are very different (from memory)
Check within https://www.office.com/ admin portal and see if anyone has been assigned the project licence

Yes, there are two sets of licences.
1 - Project Plan 1
2 - Project Plan 3
Even in the ProjectActivity table of the Log Analytic Workspace, there are NO audit logs.
Puzzled.
