Resetting windows to factory settings

I am having issues with resetting my laptop to factory settings. I left it to restart and I get the blue screen saying “your device ram into a problem and needs to restart. We will restart this for you.” Then it restarts and goes back around and around and around. 

I have used the QR code to get help all it says was the hold down the off button and restart it that way but it doesn’t work. Any suggestions?
