Yes, this took me a moment to find the first time. You need to choose the "Discussion Spaces" tab at the top. Then select Microsoft Learn in the button below. That will open a new page where you will see a "Start a Discussion" button on the right. Very intuitive ;) Here is the direct link just in case. Microsoft Learn | Microsoft Community Hub
