Issues getting a Sandbox.

Seems like when i'm being provisioned a sandbox, it always throws and "woops, something went wrong" error and then continues and gets stuck on 99%, unable to finish the modules on Learn, have checked my Sandbox directory in Azure (which gets created) and that does not have any type of subscription in place, so understandably something is not working correct.

Yes i have tried multiple browsers, both incognito and not, i have tried clearing cache and deleting cookies, signed out of other accounts etc. I have also tried running stuff on a separate network and i still get the same error, kinda annoying that one can't finish the modules because of this, anyone else having issues?

I must include that my account has 2 directories, and yes i have tried swapping in the azure portal before trying to retry getting a sandbox, this goes on all the modules i have been working on (most az-104 modules).
