Devcon Missing Package and Device Not Disabling with Admin Rights

I'm facing two issues while working with Devcon on Windows:

1. Missing package issue: When downloading Devcon, I am unable to receive the desired output due to a missing package. I contacted a Microsoft agent who informed me about the missing package, but I haven't been able to resolve it yet.

2. Device not disabling: Even with administrative rights, I am unable to disable my device through Devcon. It seems like the command isn't working as expected. It displays a a message as "No matching devices found."
