Change of background in Microsoft team

I am not able to change background in Dell laptop having Windos 7 OS 

as well as in Vivo smart phonehaving Android 8. Pl advise why it is not changing. Also while buying new desktop, mobile or tablet how to check if background change in team is possible or not.
