Defender for Office 365 Quarantine

Hello Techcommunity,

 

Has anyone experienced a situation in Defender for Office 365 when a 100% spam email for some users gets delivered and for some, it gets quarantined? It seems that the DfO works differently for different users... 

No users are excluded from Anti-Spam.

    Explorer should tell you why it was delivered. Users individual Safe Senders list could be one reason.

      Unfortunately, the individual safe senders list was not the reason.
