Upgrade Distribution list to O 365 group criteria not enforced from Exchange admin
I tried to upgrade a Distribution Group through Exchange admin where message approval is enabled. The Distribution group got upgraded without any issues whereas the documentation says the moderated distribuion lists are not eligible for upgrade !!
Something similar to what I noticed recently that the blocked words policy is not enforced while creating a Office 365 group from Exchange admin
Again, is this because I do not have Azure AD premium - based on this post ?
https://blogs.office.com/2017/04/06/whats-new-in-office-365-groups-for-april-2017/
Are there plans to enforce these policies from Exchange admin also ?!!

Thanks cfiessinger
The Distribution list with the send on behalf setting is also getting upgraded to Office 365 group as opposed to what is mentioned in the documentation. I hope that is being updated too ?
So are these scenarios going to be eligible for DL upgrade as default functionality or
- Is this because I am trying this through exchange admin. ?
- This is going to be fixed in the future updates ?
- I need Azure AD premium to not see this behaviour ?

Microsoft
Groups in Outlook support Send As and Send of Behalf as announced in this blog post: https://blogs.technet.microsoft.com/exchange/2017/01/24/send-as-and-send-on-behalf-of-for-groups-in-outlook/
it does not require AAD premium
Blocked words policy only works when you create a Group from OWA...we still don't have the Azure AD policy for blocked words. In regards of the upgrade of moderated distribution lists I think cfiessinger could help here
