Agents created in Copilot Studio are not stored in Cosmos DB. Instead, they are stored in Power Platform Dataverse databases. Copilot agents used in Microsoft 365 Business Chat are also stored in the Power Platform Dataverse, currently within the default environment that was assigned to your tenant during its creation.

In the future, Microsoft plans to introduce a dedicated environment that will consolidate all Business Chat agents.

When you refer to Teams, are you talking about the Copilot app within Teams, or Copilot within the Chat experience? Could you clarify which specific agent you attempted to use when you encountered the error?

Based on the error code, it appears that the agent was custom-built, and some of the API permissions may not be configured correctly.
