Online pictures won't insert for certain logins

I am using Office applications on a school network.  For my own login, I can go to online pictures and insert a picture into a document.  My students can search for an onine picture, find one, but when you click "insert" they get an error that says they can't submit it.  There must be a setting we need to change.  What is it?
