Notebook Template

I see older references pertaining to a complete OneNote notebook template (pkg) and am wondering if there has been anything else provided to address this need. 

We have a automotive Sales department and would like to have a notebook template with predefined sections and pages to capture all aspects of the deal in one spot and be something that can be utilized quickly w/o having to rebuild a new notebook and all sections and pages each time.

I see that you can create custom page templates, so why not custom sections including pages and a step further a custom notebook?
