I've had the https://answers.microsoft.com/en-us/msoffice/forum/all/how-to-play-a-wma-file-in-onenote/be8680d7-3668-4a9d-b2a7-e56ecd668c89 with the playback doesn't work when the file is inserted in OneNote, but does normally.
Not sure if this will work for you, but I can play back the file in OneNote by clicking the line above or below where the file is inserted, then hitting the playback button in the tool bar.
The mouse right click play option doesn't show though as the cursor isn't on the file itself. But it's fairly quick to get the play back working.
