iOS Outlook widget says "Open Outlook App"

I hope this is the right place for this. I recently added the Outlook widget to my iphone 6 S Plus running 13.5.1 but it only says "open outlook app".

1. I've deleted the widget several times but always reappears.

2. I've deleted it and done a hard restart and it was still appearing.

3. I've reset my Outlook account.

4. I deleted the app and did a hard restart. That removed the widget.

5. I reinstalled the app and the widget is back and still says "open outlook app"

Thoughts?
