Insert time-stamp hot key not working

I am not able to insert the current time-stamp in One Note pages.

 

Alt-Shift-d properly inserts the date

Alt-Shift-f properly inserts date & time

However, Alt-Shift-t presents a cross-hair cursor 

The cross-hair cursor moves around and I can select an area on the page, which I can capture to the clipboard

 

Can someone tell me how to switch Alt-Shift-t back to time-stamp insert?

    No ideas, anyone?  Still happening and I can not figure it out.

      Just discovered the answer when I saw alt+shift+t cause the same action in a web browser. Started me looking into what within Windows 10 would do that.

      Turns out to be Zoom - close it in the system tray and the time stamp comes back in OneNote
