Converting time format in Excel

I have a spreadsheet with TIME in the format HH:MM:SS (e.g. 09:17:20 AM) and the time zone UTC+10. I need to convert this time to DECIMAL in the time zone UTC.

How can I do this? I can't seem to add or subtract the current time and the MOD function produces a silly result.

    If not, just do a simple search for formatting cells in Excel.
