Can a user share a Outlook destkop license with other?

If a user have Office app license for 5 devices, can it be installed in 5 devices and being used by people who has not a office destkop license but it does have a web office license? Is the license per device or per user? And if not, the PC is shared between 3 people, each one needs a Destkop license?
