I’m getting the same issue, I got block in gmail, gdrive, but in outlook.com, Dropbox, iCloud not.
But there is one thing interesting, in my case my all files are labeled.
Any idea?

We accepted the current state of file upload blocking even though it is inconsistent. It seems like some file extensions work better than others. We use Cloud App security to further restrict specific domains.
