Secure Score Activation

You must have an admin role for an Office 365 Business Premium or Enterprise subscription. Also, please take into account that changes can take up to 48 hours to reflect.

We've been using Secure Score for a while now. Today I am trying to allow another user (non-admin) access to the site. I have assigned a custom admin role (Report Reader) and a Security & Compliance role (Security Reader) but they still get a permission denied message.
All I can find about granting access just says they need a custom admin role.
Is there a better way or do the permissions just take a very long time to apply?
