Overrides for DLP

I have configure a policy for U.K. Personally Identifiable Information and want to provide people with an option to override.  

Here is where I expect the option 

 



But when I try to share U.K. Personally Identifiable Info in Outlook to an external address it's blocked.

 

Is there another setting that I need to configure?

    I would check for the following:

     

    1. Check if your tenant has a Default Office 365 Policy that looks at UK PII. Check the content of the policy for any conflict. 
    2. Check if you have any Adaptive protection policy that conflicts with your policy.
    3. If it's not these 2, then review each policy (hopefully you don't have too many) that has a blocking policy. You can preview each policy by selecting the policy.

    Once you've found the culprit, using your test account, you can remove it from the conflicting policy and running the test again.
