Endpoint Protection for sensitivity labels - Where has it gone??

This used to be a option when creating labels. Its not there anymore.  https://support.microsoft.com/en-us/office/create-and-manage-sensitivity-labels-2fb96b54-7dd2-4f0c-ac8d-170790d4b8b9

Where has it gone??? It isn't under DLP/Endpoint Protection.  

Would like to have the ability to stop users uploading labelled content to cloud storage/USB
