I have looked at that page, but under "Security & Compliance -> Threat management -> Policy" all I have is "Anti-phishing", "Anti-spam", "Anti-malware", and "DKIM".

That link takes me to the Security and Compliance Home screen. I do not believe I am on the target release. How can I tell?

Sounds like it's not yet flighted to your tenant hence please be patient + see this: https://docs.microsoft.com/en-us/office365/admin/manage/release-options-in-office-365?view=o365-worldwide + where is your tenant located?
