Try forcing the download via the reg key mentioned here: https://docs.microsoft.com/en-us/office365/troubleshoot/data-loss-prevention/data-loss-prevention-not-work#workaround
Thanks. I tried that a while ago. The key was never re-created, and the XML files remain missing. Hopefully that is a clue for you?
I have had an open case with MS now for 9 days. They've asked me all the questions found in the troubleshooting article above, and have even suggested that ToolTips don't work on Outlook 2013 or later by design!

- Hi, I've got a really similar problem. Policy Tips has completely stopped working, even though working previously. This is only with Outlook desktop client. PolicyNudges reg file doesn't get created if I delete it. The xml files in localappdata aren't visible either, did you get any further update on this? Thanks in advance
- I have a similar issue. DLP tool tips and Sensitivity Label tool tips stopped working as of 14/03/22 with similar findings with PolicyNudges and xml files
Darren_Cederman - I am having same problem for random number of users where DLP policy related nudge files updated back in January-2022 and since that time nudge file has not updated even though there is multiple change in DLP policy after January-2022. For majority users with same set of windows 10 + Office 365 version DLP policy nudge file has updated properly and working fine.
DLP policy download at outlook seems to me unreliable or at least has major issue recently?
any permanent fix from MS Support? (as its not feasible to follow manual/force download for random set of users)

Yes, that seems to be exactly my situation, except it has never worked for me. My case with MS is still open. Now they are asking me to use a "problem steps recorder" to provide them with more info. I will post here when I learn more.RichardWOJR - any update from MS support? its frustrating that how unreliable DLP policy publishing at outlook.
