Azure Information Protection tenant key

Hi all, I have a situation with a client who have previously enabled Azure rights management and protected some documents. He then disabled the Azure rights management so users can no longer access the protected document. If he re-enable the Azure rights management, will they be able to access the protected documents again? 

In relation to that, does reactivating Azure information protection after being decommissioned generate a new tenant key?
