Auto label (Sensitivity) all documents in a SharePoint library

The way I understand Auto-labeling policies in M365 Compliance is that you need to create a rule based on documents containing either an Info Type or is shared.

 

I simply want to label all documents in a SharePoint library (no exceptions).   

 

The below PowerShell command I tried from https://docs.microsoft.com/en-us/microsoft-365/compliance/apply-sensitivity-label-automatically?view=o365-worldwide has been running in simulation mode for three days now with zero results:

 

Am I missing something?
