Windows 10 Kiosk mode and Windows updates / Notifications / Restarts

Working with an emergency services provider who are looking at new software and devices for their field cars.

They are looking at Kiosk mode, either Single or Multi-app mode.

They have some strict requirements, such as:

-No Windows update restarts at any time the device is out in the field during a call out. (We cant really set active hours as the nature of this job means devices could be out at any time of the day / night)

-User to get notifications of pending restarts

Are any of these possible within Windows 10 Kiosk mode?
