Missing local users menu in Devices [admin]

Your first image is from the Azure portal and looks as expected. Your second image is from the Intune Admin Center and also looks as expected. The Local admin password section is under Monitor for the device (about 3 items below the bottom of your screenshot). Hope that helps!
