MDM Terms of Use URL ... What is correct URL, or is it assumed a business sets up their own?

Hi Paul,
if I remember right I've seen this error before. Not exactly sure what the cause was, but please try 2 things. Is the MDM Authority correctly set to Intune Standalone for example? You should have been asked during initial setup of your tenant. Second does the user you are enrolling has an EMS license assigned? If I remember right this was my error when I've seen this message.
Regarding your question about the URL. You should use the MS predefined default one. I do not know any feature where you have to change the default one.

I had a similar issue on our tenant and the problem was related to the default link that is applied when clicking at "Restore default MDM URLs" (https://portal.manage.microsoft.com/TermsofUse.aspx).
We assigned Microsoft 365 E3 licenses which includes Intune and EMS to all our users and are also able to successfully manage all our devices through Intune, nevertheless, it never worked to accept terms of use over the company portal app. After lots of investigation I doubt that the default link is valid anymore.
Solution:
When navigating to the default URL (or https://portal.manage.microsoft.com), a link "Company Terms" is displayed at the bottom of the page. I used this link to obtain the correct URL which redirects to https://portal.manage.microsoft.com/companyTerms/view.
After I set this URL our issue was solved and terms of use can be displayed correctly through Company Portal.
