Intune will not downgrade OS edition for windows device removed from Edition Upgrade ConfigProfile
I have been working to upgrade our Windows 10 Pro edition to Windows 10 Enterprise edition. I created the Edition Upgrade configuration profile and applied it only to machines that were running Pro edition. At first, everything worked as I expected. After approx 10 days our service desk started receiving calls from users, Windows was telling them they needed to activate windows (via desktop watermark and notification). Every time an activation was attempted it failed with error 0xC004C003. I have opened a support case with Microsoft about this and have not yet identified a cause for the activation failure. ALL of our users have and M365 E3 license.
After a couple of weeks machines started reverting to Pro licenses on their machines on their own. However, the Edition information in the Intune Admin Center still reports these machines as running Enterprise edition. I have tried to apply a new Edition upgrade config profile to some of these machines (with minor tweak to the settings) and none of the machines will apply the profile. I put the machines in a group and excluded the group in the original profile and included the group in the tweaked profile. I'm thinking this is because Intune believes the machines are already running Enterprise edition, so the profile is labeled N/A. No errors reported. The profile does not show up on the workstation side in Settings\Accounts\Work or School\<work account>\info. I have confirmed on each machine that they are running Pro edition with a status of Licensed using slmgr.vbs /dlv.
Numerous searches only return articles on how to upgrade the OS edition. I can find nothing on why Intune is not reporting the correct OS edition running on these machines. Anyone out there know how to manually change the OS edition for a Windows device in Intune, or why Intune is not reporting the correct edition after 7 days? I may have hundreds of machines affected by this issue.
