If your users need to be able to set up a home printer, manage display settings for their external monitor(s), and have access to a web browser to get past capture portals, then a Kiosk scenario is not for you. How do you see someone install a printer from within a kiosk device?
In your case, I would opt for Shared devices. That way, you have a full-blown Windows GUI with options to push printers, configure monitor settings, etc. But remember, Shared devices (just like Kiosk devices) use normal user mode instead of local admins. Say goodbye to your home printer installations.
