Error 0x80070954

I am pushing a win 32 app (device based no user ) and it is failing and giving an error 0x80070954 . There is no dependency of the app . Need to understand what are the possible steps to resolve the error and make the application successful on the device. I have also thought to restart the IME service as the possible solution . And since it needs to be posted on 1000 devices , it is really tough to fetch the registry of all the devices.
