That is actually the only Store App we deploy.

  It's possible that you have some type of intermittent connectivity issues to the Microsoft Store that you need to resolve. A support ticket may help here. Alternatively, you can manually download the Company Portal using WinGet and deploy it using an LOB app: Manually add the Windows 10 Company Portal app - Microsoft Intune | Microsoft Learn. Note that LOB apps cannot leverage DO though.
