Invoking a Power Automate Flow from a Copilot Prompt: Automating Actions, Not Just Content

Imagine reviewing a contract and asking your company’s Copilot, “Approve this contract and notify the legal team.” Instead of simply explaining the approval process or drafting an email, Copilot initiates a workflow, routes the request to the right approver, updates the relevant business system, and sends notifications when the process reaches the next stage.

John, in the contract example I would bind the approval to the exact document version and proposed business-system update. If the document, amount, counterparty or requested action changes while the approval is waiting, the old decision should no longer authorize the revised action.
This is one of the mechanisms documented in my published PALO Framework (https://paloframework.org/PALO_AIGovernance.html): PALO-AM defines the delegated authority, while the PALO-AI reference model binds the action claim, policy decision, human approval, execution receipt and observed effect. For a Power Automate implementation, I would validate the current document version and the approver authority immediately before the update, then record the target record ID and resulting status. Keep approval, system update and notification as separate outcomes. If the update succeeds but the notification fails, a retry should address the notification without approving or updating the contract again.
A useful pilot test is to change the document after approval, let an approval expire and simulate a timeout after the write. The workflow should produce a clear review or reconciliation path in each case. PALO documents this governance pattern; its developer preview does not establish that an arbitrary Copilot or Power Automate flow enforces it.
