Mesh for Teams license for government

hi - sorry, we don't offer Mesh for GCC at this time, or EDU, just "commercial" which is E3, E5, or even some of the entry level commercial SKUs like "M365 Business Basic" - the full list is at https://aka.ms/MeshLicensing
