Manager settings can't be edited yet

Typically that error message occurs when Viva Insights hasn't been fully set up yet.
Has your organization assigned at least 10 licenses to your employees? Viva Insights needs a minimum of 10 people assigned licenses in order to get up and running. After 10 licenses have been assigned it takes 5 days for the system to process. It may be the case that licenses were assigned only 4 days ago, and Viva Insights hasn't fully processed yet, causing your road block in Manager Settings.
I highly recommend reading through the documentation here: Microsoft Viva Insights setup | Microsoft Learn and the subsidiary links such as role assignments and license assignments. These articles will guide you and your organization through the set up process effectively. I'm having the same issue. I'm following the same documentation you provided, have the roles setup, and have the proper number of licenses assigned, but am not able to get to the manager settings. When I try to log into the viva insights portal using the account I assigned as the Insights Administrator, I get an error that says, "Oops! You haven't been assigned a role in Viva Insights yet.".
Since I just assigned the role, you're saying it will take 5 days before I will be able to login and configure the manager settings?

No it should not take 5 days for the role assignment to kick into effect, that should happen automatically. The 5 days of processing is referring to the licenses and the initial bootstrapping Viva Insights needs to go through.
It sounds like there may be something wrong on the backend. Please contact your M365 administrator and submit a bug report - that will get routed to Customer Support who will help solve this issue for you. It looks like that in-depth investigation is needed to arrive at the best possible conclusion on your behalf for the issue you have listed.
