Results not available even with 5 employee responses

On the last October Employee signals, I have confirmation that all 5 direct reports have completed the survey, yet the dashboard is not generating the appropriate data. Is this a bug or has there been recent changes to the survey logic?

    Hi Diana, if you are still experiencing issues with confidentiality for survey results, please open a support ticket in the Microsoft Admin Center.

    Hi Diana - this is timely as we are having the same issue from a recent survey.  I am able to view manager reports with 5+ respondents on the Admin side, but when I log in as them, I'm getting the same message they see ("You do not have enough respondents to view a report").
