Factory reset Vision AI Developer kit does not work

It sounds like the device is joining Wi-Fi successfully, but the network connection to the device services isn't being established.

I'd first verify that the device and PC are on the same subnet and check whether the expected ports are actually listening before troubleshooting RTSP or ADB. A router/AP client-isolation setting can also cause ping and local service connections to fail even when the device shows a successful Wi-Fi connection.
