What to do? SE or Decommission
There's a 4th option of migrating SMTP to another service and moving SOA for Exchange to the cloud and getting rid of on premises Exchange attribute management altogether.

Yes, could be the fourth option - considered that, however a little concerned with this option as our Level 1 team is a little touch and go with management as it is.
Plus hasn't been released for GA just yet (unless I've misunderstood the MS literature), so cant really provide this as an option to management just yet.
Depends on the organisation and skills if moving this way will work. If you were looking at a change though, this is the way I would go.
It has gone GA. There is another phase of rollout that will introduce write-back.
User and groups SOA switch is also available and in Preview (for users anyway).
