Verify that email authentication records are configured to prevent mail flow issues to third-party

I need help on this problem here, a distribution list is not able to send an email to another distribution list as a carbon copy in the organization's outlook. In the Microsoft Admin Center the following message appears: Verify that email authentication records are configured to prevent mail flow issues to third-party email accounts

We have already registered the DKIM in cPanel, we have already tried to check the DKIM, it is not published, but in the Admin center it appears that it is already configured. We have already tried to change the SPF TLL, but I was unable to do so.
