In a hybrid Exchange environment with ADConnect, the lack of automatic mailbox deletion for unlicensed users could be due to the hybrid configuration.
Exchange Online may rely on local ADConnect synchronization, which might delay or prevent automatic mailbox deletion without a valid license.
