This "feature" has been around for years, but despite probing Microsoft numerous times about it, we haven't received a clear answer. Until we do so, assume that it's unsupported, and that it breaks the license agreement.
Applications should still be able to access the mailbox via delegate/impersonation permissions.

Unlike Outlook, native iOS mail app apparently doesn't support Shared Mailboxes. That person does have a license for her own User Mailbox, but she needed to also use that Shared Mailbox. I contacted Microsoft, and they enabled login/password for just that one Shared Mailbox to make it work with iOS. If any licenses were broken, Microsoft broke it, not me. YMMV.
